International Development Cooperation Agency - The International Development Cooperation Agency (IDCA) was established by Executive Order in September, 1979. The IDCA was abolished by act of Oct. 2, 1998 (112 Stat. 2681-790) and its functions transferred to the Department of State, U.S. Agency for International Development, and overseas Private Investment Corporation.
